（一）申请。外国人申请签证的延期、换发、补发，应当由本人到出入境管理机构办理相关手续。符合有关规定的，可以由邀请单位或者个人、申请人的亲属、有关专门服务机构代为申请。
（二）受理。受理机构审查后决定是否受理。申请材料齐全、符合要求的，会当场予以受理并出具受理回执。申请签证证件手续和材料不完备的，会一次性告知申请人所需要履行的手续和补正的申请材料。
（三）审核。出入境管理机构会通过面谈、电话询问、实地调查等方式核实申请事由的真实性。通知申请人或者有关单位、个人面谈，无正当理由未在约定时间内接受面谈的，可以依法不予签发签证证件。
（四）决定。符合条件、标准的，决定机构作出准予行政许可决定，签发相应类别签证。
