A类（鼓励）
1、计点积分85分以上。
2、符合国际公认的专业成就认定标准。
3、OFFER的收入高于本地区上年度6倍社平收入。
B类（控制）
1、计点积分60分以上。
2、具有学士及以上学位和2年及以上工作经历。
3、OFFER的收入高于本地区上年度4倍社平收入。
C类（限制）
1、旧政策中已获得工作许可证，但延期时不符合AB类人员标准。
2、应届毕业于境内外高水平大学的优秀硕士生。
